The novel includes historical figures, including Robert Chambers, author of The King in Yellow and Ida Wells, who wrote about lynching in the U.S. In Paris, Gao and Stefan will be called upon to solve the mystery of the man who threw himself into the ocean and then walked ashore six months later, changed by the sea. They will watch a circus where victims of King Leopolds atrocities in the Congo juggle without hands. They will encounter Citizen Robespierre living in a secret city of immortals beneath the catacombs of Paris. Gao will meet and fall in love with a survivor of the Zong massacre, in which a slave ship dumped part of humans cargo into the ocean as part of an insurance scam. Gao will write an operetta about European colonialism that will cause him to run afoul of the Congo Company while bringing him to the attention of the deity known as the Watcher. Part historical fiction, part fantasy, Zong/Congo continues Gaos epic quest to use his magic gift to battle the forces of oppression.
